City Manager Selection

After the announcement by Arvada City Manager Mark Deven that he will be retiring in October 2022, the City of Arvada began the process of conducting a national search to fill this very important position.

City Manager Finalists

The CIty received 37 applications for the City Manager position. Nineteen applicants met the minimum qualifications, as determined by Human Resources. The City’s selection team further screened this group for the best fit to the City Council’s priorities and interviewed seven candidates as semi-finalists. The selection team agreed unanimously on three top candidates following a series of onsite interviews and exercises over a week-long period with the highly competitive candidates. One of the top finalists withdrew from consideration for personal reasons, leaving two finalists in the process. The two finalists are:

Lorie Gillis

Lorie Gillis head shotLorie Gillis currently serves as the Deputy City Manager with the City of Arvada and has been in the role since 2014. Prior to Lorie working at the City of Arvada, she held roles with Jefferson County Schools to include, Chief Financial Officer (2004-2014) and Executive Director Budget Management and Development (2002-2004). Ms. Gillis also worked at City of Golden as the Director of Finance and Administration from 1996-2002. Ms. Gillis has a Bachelor’s Degree from Colorado State University in Business Administration, a Master’s Degree in Organizational Leadership - Applied Business Management from Colorado State University Global Campus, and most recently attended John F. Kennedy School of Government at Harvard University, Executive Education, where she was awarded a certificate of completion for the Senior Executives in State and Local Government. 



James "Carter" Napier

James “Carter” Napier currently serves as the City Manager with the City of Casper in Wyoming. Prior to his current role, Mr. Napier was the City Administrator with the City of Gillette from 2011-2017 and the City Administrator with the City of Riverton from 2003-2011. Mr. Napier holds a Bachelor’s Degree in History and a Master’s Degree in Public Administration from Brigham Young University. Mr. Napier has an ICMA- CM credential and achieved an award for Outstanding Leadership from Wyoming Association of Municipalities. 




Next Steps

Open House - Meet and Greet

The City is hosting an open house for Arvada residents to meet the two finalists. Residents will be provided with the opportunity to provide feedback to Council. The open house will be held on Monday, Aug. 8, from 3 to 5 p.m. in the Atrium at Arvada City Hall (8101 Ralston Rd.). 

Final Selection

After a series of additional interviews in August, and taking into consideration the feedback from the open house, Arvada City Council will select the next city manager, who will take over the role in late September. The public will be invited to a meet-and-greet with the new city manager at that time. 

Position Overview

Reporting to the City Council, the City Manager provides strategic and forward-looking leadership to the entire City team within the five priority areas/work systems: Safe Community, Organizational and Service Effectiveness, Vibrant Community and Neighborhoods, Community and Economic Development and Infrastructure to ensure appropriate and effective resource allocation supporting the Council Strategic Plan.
