Linda Haley Appointed as a Second Deputy City Manager

The City of Arvada has announced the appointment of Linda Haley as Deputy City Manager. Haley, who previously served as the City’s human resources director, will serve in a second deputy position approved by the City Council as part of the 2022 Budget to provide additional leadership as the City continues to respond to the evolving needs of the community and organization. Haley will serve along with Lorie Gillis, who has been in the Deputy City Manager role since 2014.                     Linda H

“Linda has every quality we are looking for in a senior leader of our organization,” said City Manager Mark Deven. “Her deep knowledge of our organization, empathy for both the City team and the community, and passion for public service will be invaluable as we meet the opportunities and challenges ahead.”

Haley has 23 years of experience as a human resources professional in local government, including nine at City of Lakewood before joining the Arvada team in 2007 as Employment Manager. In 2012, Haley was promoted to Director of Human Resources. For the past two years, she has worked in the City Manager's Office leading the organization's response to and recovery from the COVID-19 pandemic.

“I’m incredibly grateful to the city’s leadership team for their confidence in appointing me to deputy city manager,” said Haley. “I am eager to get started and look forward to serving our great community and city team in this new role.”

Among the many recent accomplishments of Haley and her Human Resources team include transforming the City's health care plan to be self-funded, which has collectively saved the City and its employees millions of dollars. Haley led the launch of the organizational development initiative in which the City team developed our current mission, vision and values. Throughout Haley’s tenure as HR director, the City has been awarded the Denver Post’s Top Workplace designation.

Haley holds a Bachelor's of Science degree in Business Management from the University of Wyoming.  She has lived in Arvada for the past 14 years with her husband, Dan, and their two daughters.
