In the summer of 2017, the City began the process to update the Land Development Code (LDC). The current version of the LDC was enacted in 2008 and although there have been many updates to the LDC, there are improvements that can be made. While other plans, studies, and policy documents will be considered in the LDC update, the key objectives of the Advance Arvada project are to:
- Create an effective set of regulations that ensures future growth is consistent with the Comprehensive Plan and other City plans;
- Promote pedestrian‐friendly, human‐scale and livable development with a variety of travel choices;
- Make the LDC easier to understand and use.
- Allow infill and redevelopment, where appropriate; and
- Encourage a mix of uses in appropriate locations.
The Project Work Plan
The update of the LDC is a complex project that will take approximately 24 months to complete. The work plan, shown below, is made up of five phases. There are opportunities for public input throughout the process.
Phase 1: Project Initiation
Fall 2017 - Winter 2018
In this phase we will:
- Establish the Advisory and Technical Committees that will provide oversight and comments on issues, and meet at regular intervals throughout the process;
- Identify priority topics and issues through a series of focus group meetings and workshops with City Council and Planning Commission;
- Update the LDC assessment documents that were completed in 2014. (These can be found on the Documents page.) These revised assessment documents are important because they will identify general policy directions and important issues to address; and
- Finalize the major policy and zoning issues that will form the basis for the next phase.
Phase 2: Code Module Preparation
Winter 2017 - Fall 2018
This is the phase when the text of the new LDC will be prepared. The new LDC will be written in three parts, or modules, and each draft module will be placed on this website for public comments and will also be presented to the public at open houses. The first module will be available for public review in the spring of 2018. Each module will also be presented to the Advisory and Technical Committees, and City Council and Planning Commission for review and comment.
Phase 3: Draft LDC Consolidation
Fall 2018 - Spring 2019
In this phase, the three code modules will be combined into the draft LDC which will be placed on this website for public comments. The draft LDC will be presented to the Advisory and Technical Committees, City Council and Planning Commission, and to the public at an open house.
Phase 4: Remapping of Zoning Districts
Fall 2018 - Spring 2019
During this phase, the zoning map will be updated with any new zoning districts as well as modifications to existing zoning districts. The new zoning map will be on this website and the public will be able to view the differences between the existing and proposed zoning.
Phase 5: Public Hearings and Adoption
This is the final phase when the draft LDC and the updated zoning map are completed and presented to Planning Commission and City Council for review and approval.
