The Stormwater Utility fee is based upon the amount of area on each property that does not allow water to absorb into the ground, such as driveways, patios, and rooftops. The Stormwater Utility fee is charged to every landowner (residential, business, non-profits, churches, state, federal, and municipal) in the City of Arvada. The fee provides revenue of approximately $3 million per year, 25% for the Stormwater Permit and 75% for the Flood Control Projects.
The approved monthly Stormwater fee is $0.00149 per square foot ($1.49 per 1,000 square feet) of impervious area. Remember that utility bills are sent every other month, so the charge on the bill will represent two months. Below are examples of fee calculations for residential and commercial properties.
Residential Example, Single Family Residence:
An average single-family residence contains a little over 2800 square feet of impervious area, which may include patios, driveways, and rooftops. The Stormwater Utility fee for this residence would be $4.17 each month, or $8.34 per bill.
Commercial Example, Office Building:
A medium-sized office building containing approximately 64,000 square feet of impervious area, which may include rooftops and parking lots. The Stormwater Utility fee for this commercial establishment would be $95.36 each month, or $190.72 per bill.
Owners of properties with impervious areas received stormwater charges in their water/wastewater bills starting the first quarter of 2002. Aerial photography and computer-aided mapping was used to calculate the impervious area for each property. In 2006, the aerial and impervious area for the City was updated.
In its first year, the Stormwater Utility resulted in $2.1 million in revenue. The Stormwater Utility Annual Reports describe the activities conducted using the Stormwater Utility funds.
