The Arvada City Council will begin their review of the first-ever, 10-year Capital Improvement Plan (CIP) at a City Council workshop scheduled for July 9, 2012 at 6:00 p.m. in City Council Chambers. The public is welcome. The 10-year plan identifies the short and long term infrastructure needs identified by the City for all of its operations, including: facilities, parks, streets, water, wastewater, storm water, hospitality, golf and the Arvada Center.
The intent of the CIP is to balance the identified needs of the City with the available resources. By initially compiling a complete list of City infrastructure needs for the next decade an overall discussion to prioritize those needs is possible. The Council will then determine the timing of the funding within the resources available. The outcome of this process will be an adoption of projects to be completed in 2013 and 2014 with a long term prioritization plan. This is the first time a comprehensive list has been developed by the City since 2008.
At this time, the plan focuses on three primary objectives:
1) Taking Lasting Care: to ensure the City maintains the current infrastructure.
2) Building Our Base: to dedicate funds to finish projects already started. This would include completing parks, sidewalks, trails, etc. throughout the City.
3) Investing for the Future: to ensure we create opportunities for our future residents. This would include items such as the Gross Reservoir expansion and master planning for parks.
The recommended total estimated expenditures over the next 10 years are $267 million. The City has estimated the available revenue to be $309 million over the same period. The CIP includes all projects that the City is considering undertaking including all water, wastewater, golf, hospitality and Arvada Center projects as well as those in general categories of transportation, facilities and parks. Approximately $80 million of these estimated expenditures is identified to pay the City’s share of increasing water availability at Gross Reservoir.
Mark Deven, City Manager of Arvada will provide an overview of the CIP to City Council on July 9, 2012. The City Council will then hold a Council Retreat on July 14 from 9:30 a.m. – 2:30 p.m. at the Wastewater Treatment Plant to allow time for a detailed presentation and strategic discussion of issues associated with the proposed 10-year allocation.
